புள்ளிவிபரம் உள்ள மைண்ட்ஸ் ஒப்பந்தம்

ஆதார், ஆயுஷ்மன் பாரத், உஜ்ஜவாலா, போன்ற திட்டங்களைத் தந்த பொது சேவை மையங்கள் (CSC கள்) தற்பொழுது எலக்ட்ரானிக்ஸ் மற்றும் ஐடி மீடியா அமைப்பின் கீழ் மக்கள் தொகை கணக்கெடுப்பு ,பொருளாதார ஆய்வு மற்றும் தகவல் பரப்புதல் ஆகியவை நடைபெறும்.

புரிந்துணர்வு உடன்படிக்கையில் (புரிந்துணர்வு) புள்ளிவிவரங்கள் & திட்டம் அமலாக்கம் (MoSPI) மற்றும் சேவை மையங்கள் இ-கவர்னன்ஸ் சர்வீஸஸ் இந்தியா அமைச்சகத்தின் இடையே வியாழக்கிழமை கையெழுத்தானது என்று சேவை மையங்கள் இ-கவர்னன்ஸ் சர்வீஸஸ் வட்டாரங்கள் தெரிவித்தன.

சி.எஸ்.சி. நிறுவனத்தின் தலைமை நிர்வாகி தினேஷ் தியாகி வியாழக்கிழமை வெளியிட்ட செய்தியில், "சுமார் 12 லட்சம் கணக்காய்வாளர்கள் கணக்கெடுப்பு நடத்துவதில் ஈடுபட்டிருப்பார்கள், பிப்ரவரி மாதம் அவர்கள் பயிற்றுவிப்பார்கள்.

பஞ்சாயத்துகளை அடையாளம் காண்பிக்கும் ஒரு மொபைல் பயன்பாட்டை நாங்கள் உருவாக்கியுள்ளோம்,ஆய்வாளரால் மேற்கொள்ளப்பட்ட ஆய்வு அறிக்கை மற்றும் இடம் ஆகியவை எங்கள் அமைப்பிற்கு தானாக சமர்ப்பிக்கும் படி வடிவமைக்கப்பட்டுள்ளது,

இந்த 12 லட்சம் மக்களே நாட்டிலுள்ள மூன்று லட்சம் CSC களில் ஒரு பகுதியாகவும் சிலர் மூன்றாம் நபர்களிடமிருந்து பணியமர்த்தப்படுவார்கள் என்றும் கூறினார். அவர்கள் பயிற்சி மற்றும் சான்றிதழைப் பெறுவர் என்பதால், அரசாங்கத்தால் அவ்வப்போது மேற்கொள்ளப்படும் பல ஆய்வுகளில் அவை பயன்படுத்தப்படலாம். இந்த நோக்கத்திற்காக அரசாங்கம் சுமார் 12 லட்சம் பணியாளர்களை உருவாக்கி வருகிறது.

ஏப்ரல் மாதம் முதல் இந்த ஆய்வு நடத்தப்படும்

இதற்க்கு பொது சேவை மையங்கள் (CSC கள்) போன்ற ஒரு நிறுவனம் பயன்படுத்தப்படும், டிஜிட்டல் விவரங்களை பூர்த்தி செய்து மக்கள் தொகை கணக்கெடுப்பு ,பொருளாதார ஆய்வு மற்றும் தகவல் பரப்புதல் ஆகியவை நடைபெறுவது இதுவே முதல் முறையாக இருக்கும்.

அரசாங்கத்தின் ஏழாவது பொருளாதார ஆய்வு இதுவாகும், இதற்கு முன் ஆறு ஆய்வுகள் அனைத்தும் இயல்பாகவே செய்யப்பட்டன.

CSC இன் பங்கு

அனைத்து மாநிலங்கள் / யூனியன் பிரதேசங்களிலும் CSC கணக்கெடுப்பு  எடுக்க MOSPI க்கு உதவியாக இருக்கும்

CSC தரநிலை அளவில் கணக்கெடுப்பு மற்றும் ஆய்வுகள் செய்ய ஆன்லைன் வழிமுறைகளை உருவாக்கப்படும் மற்றும் CSC க்கள் MoSPI மற்றும் அனைத்து மாநில அரசாங்கங்களின் மேற்பார்வையின் கீழ் தரவரிசையில் மக்கள் தொகை கணக்கெடுப்பு மற்றும் ஆய்வுகள் செய்யப்படும்.

மக்கள் மத்தியில் விழிப்புணர்வை பரப்புவதற்கு CSC மற்றும் MoSPI இவை இரண்டும் இணைந்து கலந்துரையாடல் கூடங்கள் மற்றும் ஊடகங்கள் மூலம் விழிப்புணர்வை ஏற்படுத்தும்

"இந்த ஒப்பந்தம் பயனுள்ள தேதிக்கு நடைமுறைக்கு வரும் மற்றும் பயனுள்ள தேதி முதல் மூன்று ஆண்டுகளுக்கு செல்லுபடியாகும்.மற்ற கட்சிக்கு 30 நாட்கள் எழுத்து அறிவிப்பு வழங்குவதன் மூலம், அது ஒரு கட்சியால் முடிக்கப்படலாம்.

இந்த ஒப்பந்தத்தை அவ்வப்போது புதுப்பித்துக்கொள்ளலாம், இரு கட்சிகளால் ஒப்புதலுடனேயே ஒப்புக் கொள்ளப்பட வேண்டும், "என இரு அமைப்புகளுக்கிடையிலான உடன்பாடு தெரிவித்துள்ளது.

Inks pact with Statistics Ministry

After bagging projects like Aadhaar, Ayushman Bharat, and Ujjwala, the Common Service Centres (CSCs) under the Ministry of Electronics and IT MeitY will be conducting Census, Economic Survey and information dissemination.

A Memorandum of Understanding (MoU) between the Ministry of Statistics & Programme Implementation (MoSPI) and CSC e-Governance Services India was signed on Thursday, sources said.

Dinesh Tyagi, Chief Executive at CSC, told BusinessLine, “Around 12 lakh enumerators will be involved in conducting the Survey and they will be trained from February. We have developed a mobile app which will identify the panchayats, location and submit the form automatically to our systems once the survey is done by the invigilator.”

He said most of these 12 lakh people will be part of the three-lakh CSCs across the country and some will be hired from third parties. As they will be trained and certified, they can be utilised in many other surveys done from time to time by the government. In a way the government will be creating around 12-lakh employees for this purpose, Tyagi said.

The survey will start from April and this will be the first time that an agency like CSC will be utilised and also filling up the details digitally. This will be the seventh Economic Survey by the government, and the six surveys before this were all physically done.

Roles of CSC

Some of the roles of the CSC will be to assist MOSPI by providing access to CSCs network in all States/ Union Territories; CSC will develop online mechanism to perform census and surveys at ground level; and CSCs will perform the Census and Surveys at ground under the supervision of MoSPl and all State governments.

To spread awareness among field enumerators, CSC will design the marketing collaterals for MoSPI. Marketing collaterals will help village level entrepreneurs to understand the concept of MOSPI of filling up the online Census and Surveys.

“This MoU will come into force on the effective date and will be valid for a period of three years from the effective date. It may be terminated by either party by giving 30 days written notice to the other party. This MoU may be renewed from time to time, as mutually agreed, in writing, by both the parties,” the agreement between the two agencies said.
