MINUTES OF  THE  MEETING HELD  WITH  REGIONAL  HEADS   I  MANAGERS OF INSURANCE  COMPANIES  AND   SLBC  FOR    REDRESSAL OF THE FARMERS REPRESENTATION  REGARDING  INSURANCE  COVERAGE  Of    PADDY II CROP UNDER  PRADHAN MANTRI  FASAL  BIMA  YOJANA   DURING  RABI,  2018-19.

As per the instructions of Agricultural Production Commissioner and principal

Secretary to Government, Agriculture Department, Chennai and the guidance of the Director of Agriculture  Chennai   a meeting was convened on 22.11.2018 at 11.00 AM in the Directorate of Agriculture with Regional Heads of the Insurance companies to discuss about the representations of the Farmers' Association on the following  issues:-

ISSUE -1

As the Village Administrative Officers (VAOs) of the State have been deputed for enumeration and reconstruction work in GAJA Cyclone affected areas, the Paddy-II, Rabi, 2018-2019 crop cultivating farmers are finding it difficult to obtain Adangal    from VAOs for the purpose of enrolment under Pradhan Mantri Fasal Sima Yojana.

DECISION TAKEN

In Para No.10 of Government Order Ms.No.227, Agriculture  (AP-2)  Department dated 07.09.2018,  it has been prescribed that Adangal  issued by Village  Administrative Officers  (VAOs)  for enrolment  of Loanee and     Non-Ioanee  farmers  in normal  cases, sowing  certificate   issued  by  VAOs  in  case  of  Prevented   Sowing   and  purchase    of insurance  before sowing as mandatory documents  for enrolment.   The representation of  the  Farmers'   Association    on  difficulties    faced   in  enrolment    was  found   to  be genuine   and  hence  the Insurance   Companies    unanimously     agreed   to  authorize the Assistant   Agricultural    Officers  (AAOs)  of Department   of Agriculture     instead   of VAOs  of  Revenue  Department   to  issue  cultivation    certificate    in  place  of  Adangal for  Loanee   and  Non-Loanee   farmers   , Sowing   Certificate    in  case   of  Prevented Sowing   and  purchase   of  Insurance   before   sowing   with   regard   to  Paddy-II   Crop alone  within   the  cut-off   date  of  30.11.2018.  In case of any discrepancies/duplication observed by the Insurance Companies at a latest stage, the Insurance companies   were Directed   to access   the  A1l  register  maintained   by  Revenue   Department.      Further,

Insurance  Companies  insisted  for Adangal  Certificate  within  one month  period  in case of any dubious  enrolment.

The  decision   taken  for  Issuing Cultivation Certificate    by  AAOs   will  be communicated  to all Financial  Institutions I Common  Service  Centres  I Insurance

Companies I SLBC I Agents of Insurance Companies for adoption.

ISSUE -2

Non-acceptance of proposals of Non-Ioanee farmers by Nationalized Banks and

Delay in debiting the crop insurance amount from loanee farmer’s account.

DECISIONTAKEN

The State level   Bankers Committee was  requested  to  strictly  inform  all  the Nationalized banks to deduct the crop insurance premium from the accounts of loanee farmers immediately after the issue of   loan and accept the proposals  of non-loa nee farmers within the cut-off date.  It was decided to conduct a district level meeting under the Chairmanship of  District  Collector to  review  the  status.    The  list  of  financial institutions which are showing poor progress will be sent to  Ministry of Agriculture  and Farmers' Welfare, Ministry of Finance, Government of India and Reserve Bank of India. It was decided to conduct a State level meeting to sensitize the General Managers of all banks about the deduction of crop insurance premium amount for  loanee  and  non-loanee farmers under PMFBY.

ISSUE - 3

It  has been  brought  to  the  notice of the  Government  that  some  of  Primary Agricultural  Credit  Co-operative  Societies (PACCS) are  yet  to  debit  crop  insurance premium from the core bank account of  loanee  farmers.

DECISION TAKEN

It was decided to address the Registrar of Co-operative Societies to resolve the issue

ISSUE-4

Non-settlement of 2017-2018 claims to the eligible insured farmers of PMFBY,

DECISION TAKEN

It was observed that the Inordinate  delay in settlement  of claims  to the eligible insured farmers Paddy – II farmers during Rabi  2018 – 2019.       ampered enrolment especially Paddy-II farmers during Rabi 2018-2019 Hence   all   the Insurance Companies were requested to settle the claim with in 2 days without any further delay.

It Was Informed by the Agriculture Insurance                                                               Company  of India Limited that    a sum of  Rs.70 crore has been sanctioned for Paddy  II , 2017-2018 to Tiruvarur District and will be Disbursed within a week, Further Agriculture Insurance Company of India limited has  also  sanctioned a sum of  Rs.4.29   crore  for prevented sowing in Erode , Karur and Madurai Districts which will be released within a couple days.

It was  informed  by the New India Assurance Company Limited that the company has  sanctioned   and released a sum of Rs.50 lakhs to Krishnagiri District.  Further, the company   has  sanctioned  a sum of Rs.2.30 crore to Dharmapuri district which will be released  within  a couple of days. The company has also agreed to furnish the estimated compensation   amount for Thanjavur, Nagapttinam and Pudukkottai on 27.11.2018.

It was  informed  by ICICI Lombard General Insurance Company Limited that a sum   of  Rs.10.00   crore  will  be  released  to  Cuddalore district  by  next week.    The company  was  insisted to release the compensation amount for all other districts in their cluster  within  a week's  time.
